$W"Ry#F)Na0p0【中文摘要】 我国经济结构正发生着根本性变化,从一个以农业为主的社会逐步向工业化社会过渡,随着经济社会的持续发展和现代化进程的加快,有关水利现代化的问题也引起人们愈来愈多的关注。江苏作为经济较为发达的省份之一,研究水利现代化的具体标准,确定现代化的发展方向就显得更为迫切。正是基于这样一种考虑,本文结合江苏水利实际,本着理论性与实用性相结合的原则,从可持续发展的角度,重点研究和探讨了以下一些内容: 1.综合分析了国内外现代化研究的现状和进展情况,提出了水利现代化的内涵特征,研究重点及研究过程中应把握的一些基本原则。 2.提出了江苏水利现代化的指标体系及评价办法,建立了各指标之间关系的数学模型,并参考国内外有关文献资料的基础上,结合江苏水利实际,尽可能以量化的形式给出了各类指标的参考值。 3.从减灾安全的角度出发,分析了水利投入与水旱灾害损失之间的关系。对水资源供需状况、有效灌溉面积两个支撑经济发展的关键因素进行了分析评价,提出了若干适宜指标。为经济的现代化提供支撑条件和资源保障。 4.根据可持续发展理论,重点对减灾系统工程措施、非工程措施建设重点进行了研究,强调了加强水资源优化配置、灾害管理、建立洪...更多灾保险等非工程措施的作用。建立了工程可靠性分析评价数学模型。 5.生态环境改善是现代化所追求的目标,本文对江苏省水质现状进行了分析,提出以水功能区划作为管理手段,以水环境纳污总量作为控制目标的水质管理思路。提出了江苏省水土流失防治的重点及主要措施。 6.水利现代化的实质是科学技术的进步,本研究针对江苏水利现状,提出了水利科技发展的重点及方向,建立了以科技进步速度、科技进步贡献率为衡量指标的数学模型。提出人才是江苏水利实现现代化的内在因素,在现代化建设过程中,必须始终坚持加强人才的培养和引进。 7.对水资源的特性进行了分析研究,提出了供水水价应考虑的几个主要因素,从政策、法律、投入、管理体制等方面论述了水利作为一个产业实现良性发展所需的外部条件。只有水利自身的发展得以保证,走上正常的发展轨道,才能以现代化的水利支撑现代化的社会。  还原

【英文摘要】 The economic structure is being changed basically. The industrialization has taken the main status of our society. People are attaching importance to modern water conservancy research with the development of economic society and modern process. Being Jiangsu province as one of the developed districts, it is urgent to study concrete standards of modern water conservancy and set up the developing way. It is based on the reasons in the paper the water conservancy reality of jiangsu is considered and the following contents are researched in light of the coherence theory of theory and application.1.In the paper the present and future research situation on modernization all over the world is comprehensively analyzed. The intension characters of water conservancy modernization and research emphasis are advanced.2. The index system and assessment methods on jiangsu water conservancy modernization are set up. At the same time the mathematical model on the relation of each index is bring forward...更多. Based on the reference datum the reference values of all kinds of indexes are expressed qualitatively.3. Aiming at decreasing disasters, the relation of investment of water conservancy and drought loss is compared and analyzed. The paper assesses the two key factors, supplying and demanding status of water resources, that supports economy development. A great many of suitable indexes are advanced for supporting economy modernization and offering resources guarantee.4. According to sustainable developing theory the research on engineering and non-engineering measures building of disaster decreasing system is taken. It is emphasized on enhancing optimizing allocation of water resources and disaster management. The engineering reliability assessment model is set up.5.The pursuit modernization object is to better ecosystem environment. In the paper the present water quality in jiangsu province is analyzed and a new water quality management idea of taking water function division as management way and water environment capacity as control object is advanced. Meanwhile the emphasis and main measures on water and soil prevention of jiangsu province is set up.6. The improvement of science and technology is essential to water conservancy modernization. Aiming at the direction and emphasis of water conservancy technology a model with science and technology improving speed and its weight as scaling indexes is defined. It is pointed out that enhancing training and attracting on persons with ability is very important.7. The factors on water price are considered at the basis of water resources character. From the aspect of policy, law, investment, management system the external conditions on taking water conservancy as realizing good circle of an industry are talked and analyzed.
